Dear President Obama,


Congratulations on your receiving the 2009 Nobel Peace Prize, a well-deserved award for what you have accomplished and have yet to accomplish.


You rightly state: “But I also know that this prize reflects the kind of world that those men and women and all Americans want to build, a world that gives life to the promise of our founding documents” and “And that is why I will accept this award as a call to action, a call for all nations to confront the common challenges of the 21st century”.


Your opposition to torture is a singular achievement where torture exists today among the youngest and most innocent and helpless of our citizens—our children. These issues are being addressed by NOCIRC and The Ashley Montagu Campaign Against the Torture and Mutilation of Children at the 2009 Annual Convention of the American Academy of Pediatrics, Exhibit Booth #957, Washington Convention Center, October 16-20, 2009, which you are invited to visit.


As Head of State, I am again requesting your support for The Montagu Resolution To End The Genital Mutilation of Children Worldwide: A Petition To The World Court, the Hague and to declare that the genital mutilation of children is torture. This Petition has been endorsed by Nobel Laureate Dr. Francis Crick and Dr. Jonas Salk, The Salk Institute of Biological Studies, enclosed (see letter of 1 October 2009, enclosed).


Attached is our Petition to Attorney General Eric Holder, Jr to declare the genital mutilation of children as torture and to affirm Judge J. Flaherty’s (1978) OPINION in The Court of Common Pleas of Allegheny County, Pennsylvania that “Forceable extraction of living body tissue causes revulsion to the judicial mind. Such would raise the spectre of the swastika and the Inquisition, reminiscent of the horrors this portends”; and to enforce the equal protection clause of the 14th Amendment to male children given the federal protection given to female children under PL 104-208 (Female Genital Mutilation is a Federal Crime, 1997).


Perinatal and postnatal circumcision (forceable extraction of living tissue) from healthy newborns that benefits others not only "causes revulsion to the judicial mind" but also to the moral mind.  Genital mutilation (circumcision) involves the shredding of the foreskin from the glans (a biological fused system) and the stripping of the skin from the body is a universally recognized at of torture—far more horrendous than waterboarding, which you have rejected as torture. The screams of torture of a newborn infant being circumcised is extraordinarily difficult to view:


The homicidal and suicidal impulses of a circumcised 6 year old is described in a published 1945 study conducted by Dr. David Levy, enclosed. This case study raises the question of homicidal and suicidal impulses generated in a larger circumcised population.


The Genital Integrity Community has been fighting for the protection of all children worldwide since the 1989 First International Symposium on Circumcision and we need your help to bring an end to this continuing sexual assault against children.
